They are not. They are Aluminum.As reviewed by other people, there are no instructions. I emailed Electra, and they sent me very detailed install instructions. I had no problems after that, except I didn't know how to remove the rear wheel correctly, but now I know! They make the bike look like a cruiser, and except for the lack of instructions I couldn't be happier. I own two sets of these fenders, and they are a great product, but they need to include some instructions. The first set took me a while to install because of the trial and error required to figure the right length stands and adjust the fenders, but the second set was a breeze.These are great for any Townie owners, but either contact Electra for instructions, or have a bike shop install them if you are worried about it. Overall, I still recommend them. This would easily be a 5 star product if instructions were included.
